Film archivist. After working as Editor-in- Chief of monthly film journal Image Forum, Tochigi joined National Film Center of The National Museum of Modern Art, Tokyo (now National Film Archive of Japan) as Curator of Film in 2003, and was in charge of acquisition, preservation and restoration of motion picture films for 15 years. He is now engaged in works for film archiving on a freelance basis such as collaboration for archive support programs at a commercial film laboratory IMAGICA Lab.
